Joint Letter Calling for a Sequenced Framework to Procure Long-Duration Energy Storage in Europe

A group of industry stakeholders has published a joint statement calling for a sequenced EU framework to enable the deployment of long-duration energy storage (LDES). The statement highlights the role of LDES in strengthening energy security, reducing system costs, and supporting industrial decarbonisation, and calls for coordinated action across planning, markets, grid charges, and investment frameworks.

Statement on the Industrial Accelerator Act

5 March 2026: On 04 March, the European Commission published the Industrial Accelerator Act. The Act introduces Made in Europe requirements for the procurement and auction of numerous industrial products, including energy storage technologies. It also contains measures to streamline permitting for industrial manufacturing and to create industrial “acceleration areas”. In addition, the Act includes efforts to accelerate the deployment of industrial decarbonisation projects through energy storage.

These provisions will significantly impact the European battery value chain and the deployment of energy storage.

Energy Storage Europe’s Senior Policy Officer Aurélien Ballagny’s statement:

On Made in Europe Requirements for the Procurement and Auction of Batteries:

“Energy Storage Europe acknowledges the ambition to strengthen European industrial capabilities in the manufacturing of energy storage technologies. However, the introduction of Union origin requirements across the battery supply chain must be gradual in order to provide clear signals to investors and sufficient time to build the necessary industrial capacity”.

“Identified dependencies should be addressed through a realistic pathway for diversification, ensuring that the deployment of energy storage - and therefore renewables - is not slowed down or made more expensive.”

Energy Storage Europe’s Junior Policy Officer Alberto Gasparato’s statement:

On Measures for Industrial Manufacturing:

“Energy Storage Europe welcomes the Industrial Accelerator Act’s measures to support the manufacturing of net-zero technologies, including energy storage. The introduction of single access points, single permit-granting procedures, and the establishment of industrial manufacturing accelerator areas significantly benefits the production and deployment of energy storage technologies.”

On Measures for Industrial Decarbonisation:

“Energy Storage Europe recognises the importance of supporting industrial decarbonisation. Addressing permitting timeline challenges and granting projects the status of overriding public interest is a positive first step.”

“Energy storage is key to cost-effective industrial decarbonisation and can unlock a ‘dual-value’ transition: first, providing affordable energy, including electricity and heat, for industrial processes; secondly, supporting the grid and the wider energy system.”
