Joint Letter Calling for comprehensive lead market measures in the Industrial Accelerator Act
A broad coalition of industry, civil society, and research organisations is calling on the European Commission to adopt stronger, mandatory measures to create lead markets for clean industrial products made in the EU/EEA. While the current proposals are a step forward, they are not sufficient to generate the predictable demand needed to unlock large-scale investment in clean manufacturing.
The signatories urge the Commission to ensure that the upcoming Industrial Accelerator Act includes a robust, EU-wide lead market strategy with clear demand-side tools—moving beyond voluntary action, fragmented national schemes, or short-term funding. This is essential to secure Europe’s industrial competitiveness, strategic autonomy, and climate goals.
Key asks include:
-
Harmonised EU product standards to avoid market fragmentation
-
Mandatory green public procurement with minimum quotas for low-carbon materials
-
Tools to create long-term, stable private demand and enable investment in clean production
The message is clear: Europe has the technology and the project pipeline, what is missing is the market framework to make clean industrial production commercially viable at scale.
