Proposal for a Regulation as Regards to Future-Proofing Electricity Bills in the Union – Design of Network Charges

In order to tackle the rising electricity costs, the European Commission has issued a proposal for a new regulation which affects the energy storage sector as well. The proposal amends Regulation (EU) 2019/943 (the Electricity Regulation), revising the design of network charges and electricity taxation. The main aim is to incentivise system operators to operate the grid efficiently, use flexibility, develop smart electricity grids, and deploy non-wire solutions. It also introduces measures ensuring electricity is taxed less than natural gas. Finally, it clarifies the role of national regulatory authorities in ensuring efficient, transparent and non-discriminatory access for system users to transmission and distribution networks.
