Industrial Accelerator Act
Energy Storage Europe welcomes the proposal for an Industrial Accelerator Act (IAA) and supports its overall objective of strengthening industrial capacity, accelerating decarbonisation, and creating stronger lead markets for strategic clean technologies in the European Union.
The Association supports its objectives, yet raises concerns that require targeted legislative corrections to ensure that the IAA delivers on its ambitions without inadvertently undermining the deployment of energy storage. The paper calls for greater legal clarity across several provisions, including the definition of “Battery Energy Storage System” and the boundaries between procurement and other support instruments. It also calls for practical improvements and a gradual introduction of Union origin requirements. Measures to support Europe's strategic interests must not deter the non-EU investments needed to build EU manufacturing capacity.
The overarching message is clear: battery energy storage systems and their value chain are fundamentally different from those of battery electric vehicles. Hence, any measure designed to strengthen European industry or ensure (cyber)security must account for the specificities of energy storage systems. The current proposal does not fully do so, and this paper sets out the corrections needed to address that gap.
This paper therefore sets out a targeted set of recommendations aimed at improving the legal clarity, proportionality and practical operability of the IAA for the energy storage sector.

In 2025, the energy storage sector experienced significant growth, driven by strong market expansion and evolving EU policy developments. Europe reached the milestone of 100 GW of installed capacity, highlighting the increasing importance of storage in the energy transition.
Energy Storage Europe replies to the European Commission’s public consultation on the Battery Booster Facility. On 16 December 2025, the European Commission announced a Battery Booster Strategy, within the Automotive Action Plan. The Strategy includes a Facility of EUR 1.5 billion in the form of loans for projects in the production of battery cells in Europe.
